Noto uses separate fonts for different scripts, so in order to get consistent Noto display I think you need to set up your CSS to specify Unicode ranges to use specific Noto webfonts.1 -

Yes, this is a long-standing InDesign bug. Frankly, I think Adobe should give up on all its own text processing engines and switch to Harfbuzz for all scripts, including Latin.5
